Victoria Bridge is the oldest major bridge still in operation in Canada that accommodates both railway and vehicular traffic

Opened in 1859, the Victoria Bridge is the oldest major bridge still in operation in Canada that accommodates both railway and vehicular traffic. Due to trains passing along the central tracks, certain road lanes must be temporarily closed to prevent structural overload or excessive vibration.

These closures caused significant congestion and increased the risk of accidents, particularly because of maneuvering errors in crossover areas. The lack of real-time information also made the situation more difficult for both drivers and operators, who had to manage these conditions without appropriate technological tools.

In this context, CN needed to find a sustainable solution that would improve both traffic flow and user safety.

The Mandate

Orange Traffic was mandated to design and deploy a complete dynamic traffic management solution. The project included:

  • The installation of a walk-in Variable Message Sign (VMS);

  • The integration of surveillance cameras, safety barriers, electrical cabinets, and

  • A centralized control system.

The entire solution had to meet CN’s strict technical requirements while enabling a more proactive management of lane closures.

The Solution

Orange Traffic developed an integrated system enabling real-time traffic management. The VMS displays clear and highly visible messages adapted to road conditions, while the cameras provide continuous lane monitoring.

Automated barriers prevent vehicles from entering opposing lanes, eliminating a major accident risk. All equipment can be remotely controlled, giving operators a comprehensive overview and greater operational control.


Results

  • Since commissioning, the area has become significantly safer. The risk of vehicles entering opposing lanes has been eliminated, and motorists now benefit from clear, real-time information, including alternate route guidance when necessary.

  • Operators now have access to advanced tools that allow them to remotely monitor and manage operations, simplifying their work and improving response capabilities.

  • This project demonstrates Orange Traffic’s ability to transform complex environments into safe, efficient, and intelligent systems.
